GWOT III - Nothing Better Than A Good Lie

SUBJECT ECHO 18

Extensive interrogation of subject Echo 18 has determined that he claims to have committed mass murder of approximately 800 persons between Susanville, CA and Winnemucca, NV.

These persons were H1Bs associated with BLUE SHIRT that were scheduled to be deported as part of Homeward Bound. Due to the nature of the projects they were employed on, their proper removal was determined to be an extremely high priority.

National Technical Means has determined that mobile phones associated with three of these persons were detected in the claimed timeframe in the approximate area.

Analytics of Echo 18s mobile phone identifies numerous photos of approximately 80 persons that can be consistently identified, and another hundred-odd who cannot, staged in various poses suggesting that they are being held or moved at gunpoint.

Extensive and detailed physical search has found artifacts consistent with the removal of these persons, discarded in various places between Gerlach NV and Winnemucca, NV along the Jungo Road. However, no bodies have been found to date.

One such artifact is the broken remnants of a satellite phone battery pack. The only plausible explanation for the presence of this item in the area it was found, is that it was discarded by Echo 18 or one of his operatives.

These fragmentary facts indicate that perhaps a third of the 'missing persons' (Blue Shirt H1Bs) were in fact moved through the area. This does not account for the other two-thirds nor does it account for their bodies.

The only find, in a campground in Western Utah, has been of the skeletal remains of several persons mixed with motorcycles at an abandoned campground. Two were identified from dental records as having extensive pre-Firecracker criminal histories consistent with membership in a motorcycle gang. All remains showed evidence of numerous gunshot wounds.

It is necessarily our conclusion that Echo 18 is lying, that even if he did somehow kill these 300-400 persons and hide their bodies, there are still another 400-500 unaccounted for.

Destructive interrogation is indicated.

The completion of the Homeward Bound program has removed over three million non-American persons from the United States, to their countries of origin. This makes all Americans safer and significantly reduces the risks of enemy infiltration and espionage.

The use of dedicated aircraft to remove detainees Homeward Bound has been astonishingly successful by all important metrics.

Unlike other destructive methods, such as containerization, there is no effective way for the subjects to interfere in the completion of the removal process - no possible way for third parties to witness the events - and most important, little to no damage to personal effects. Even helicopter flights (used early in the War, as they were used in Vietnam) are less efficient and pose greater risk to flight crews.

Receiving sites are temporary in nature and only require nominal assets. The actual work of removal of persons is done by Special Troops prior to deportation to China for the War. Therefore they themselves are not in a position to tell anyone what they have done, even against their own interest. Field crematoriums have proven extremely reliable. A single septic truck is sufficient for cleaning the aircraft prior to return for the next shipment. Luggage is processed as "lost luggage" without reference to Homeward Bound.

Concerns have been expressed about fuel usage. It is respectfully submitted that the use of jet fuel to dispose of enemies of America has a long tradition in our history. This method does not even require the use of ordinance.

"I don't know for sure but at least several dozen."

"Was there a particular type?"

"Women."

"Young women? Older women?"

"No. Just women."

"What do you think happened to [subject Oliver Stone]?"

"Echo 18 killed him. Had two guards help carry his body to a cart."

Working note: due to intensified security conditions, it has not been possible to search areas within walking distance of the Blue Shirt complex in San Jose. One mass grave, so-called 'Boot Hill,' is widely known to employees. Others are possible, even likely, but have not been identified.

Personal effects of operative Alan Cartwright were destroyed by the client's illegal militia, the so-called Reaction Team, after he was beheaded.

Prior to his death, Cartwright reported that he was "on to something big" with Echo 18 and that he expected "things to come to a head very soon." He was not expecting Echo 18's return to site and did not survive the day.
