We believe we have a complete order of battle for American nuclear forces. We also believe we have a complete OOB for non-nuclear forces including kinetic bombardment, but these are secondary.
The classic triad is long-range strategic bombers, land silo based and mobile nuclear missiles, and the genocidal Trident submarine launched ballistic missile system. This last is directly responsible for the murder of over one hundred million Chinese.
The task of preventing long range strategic bombers from 1) taking off, 2) proceeding to target and 3) attacking those targets is split up between Collections Intelligence, Bear Force, the California Republic Army and the California Air National Guard. The task of locating, interdicting, disabling, destroying and if they launch, intercepting mobile nuclear missiles varies in many details but is roughly similar in systems theory. Significant reserve component forces have been activated and attached to these commands for this purpose. We have absolute confidence that our sister services will achieve this task, especially with the essential advantages of Cube technology.
It is conventionally believed that land based silos are impregnable to nuclear attack and therefore represent an impossiblity of disarming the nation which has them. Much of this belief is based on the inability to precisely target penetrator weapons because the silos are underground, camoflauged and protected by innumerable decoys. It is also believed that the command and control circuits which transmit orders, targeting information and permissive action link codes are invunlerable to third party intrusion. All of these beliefs are incorrect. The Strategic Defense Force is prepared not merely to disable America's nuclear land based silos on command, but to (as appropriate) disable them, defeat them, destroy them in place or launch them ourselves on more appropriate targets with depressed trajectory shots.
This leaves the third component of the triad, the Trident submarines and their lesser cruise-missile armed cousins such as the Los Angeles class.
Prior to our acquisition of Cube technology, we could only reliably account for 20-30% of America's sea based nuclear deterrent at any time. Some of this is because the deterrence patrols are extremely remote, such as in the Indian Ocean and the West Pacific Ocean.

We now have continuous location tracking on every submarine owned or controlled by the United States Navy.
A critical go-nogo point for this operation has been the assurance by the Fleet Captain's Office that the California Navy and her global allies worldwide can destroy each of these submarines before they are able to launch. The vernacular used has been "Do you have a broom?"
The Royal Navy, the French Navy, the Italian Navy, the Indian Navy and a number of smaller naval forces worldwide have been involved in this effort. A large number of California liasion officers disguised as trainees and cadets have been deployed on a variety of platforms. They are in a position to relay observations by Collections Intelligence, the Office of Naval Planning and the Cube program to the strike platforms operated by these nations.
The timing of this intervention is absolutely essential. For technical reasons having to do with submarine buoyancy limitations, we have between three minutes (180 seconds) and four minutes (240 seconds) to detect that an American submarine is proceeding to launch depth. The platforms now tracking these submarines have exactly that long to recognize, act upon and finish destroying the submarine with hostile intent.
In some cases this will require the platform, especially some of our less capable attack submarines and those of our allies, to destroy itself to assure the destruction of the target.
We estimate the loss of at least thirty (30) Naval Militia submarines and with those submarines, at least six hundred (600) Naval Militia sailors. This loss is acceptable. The crews have been briefed. They will do it.
Nevertheless, we cannot guarantee if due to technical failures, poor luck (or good luck, depending on the perspective), or unexpected local weather conditions, one or two Trident submarines will survive long enough to start launching their weapons.

A full 'ripple' attack of a Trident launching her entire war load at once has never been attempted. Even in the Firecracker War, launches were spaced to improve accuracy, as it was perceived that Chinese forces would not be in a position to locate and prosecute the attacking submarines.
It is our belief that a 'ripple' if attempted will destroy the launching submarine between the fourth and fifth launch. This is partly based on our analysis of a Trident hull in California control. It is also our belief that upon detecting a 'ripple', all California and allied naval units in strike range will sacrifice themselves at once to destroy that submarine, which would have substantially the same effect.
Therefore we are looking at one to two launches of one to four MIRV weapons at California targets.
We evaluate the target selection as Sacramento, Monterey, Long Beach and Los Angeles. Due to the spread angle of MIRVs, this target package will eliminate all known California Naval Militia bases as well as killing tens of millions of Californians. Worst case is a detonation of forty-eight (2 x 8 x 3 = 48) fusion weapons in the 800kt to 5 MT range.
It is possible, although not likely, that one or more of these weapons will be targeted on critical infrastructure of the California Aqueduct or Los Angeles Aqueduct. In this event it will be necessary to evacuate any surviving urban population of Southern California within four days. (The remainder will die of thirst.)
We estimate that our short term combat efficiency will be unimpaired by this strike. The Naval Militia is prepared to take these losses and fall back on alternative facilities, emergency facilities and remote sites.
More to the point, our models estimate that this many strikes, while locally devastating to the state of California, will not trigger 'nuclear winter' nor will they endanger the existence of human life on this planet.

It has been decided at the political level that the destruction of the United States, should this be necessary, will not be tasked to the Naval Militia but rather to one of our allies.
If for some reason this is necessary, but our allies are unable or do not concur, the Naval Militia can launch on and destroy America's remaining military infrastructure - with the notable exception of underground non-nuclear facilities such as NORAD and Mount Weather, which cannot be localized by Cube technology. We do not control sufficient numbers of nuclear weapons to destroy more than a few dozen American cities. Nor would we choose to do this under any contingency, including the complete destruction of California. Only part of this is to keep both detonations and megadeaths under the viability threshold for the survival of humanity. The Naval Militia does not assess that destroying American population centers would have any effect on American military effectiveness, for essentially the same reason that the likely destruction of Califonria population centers will not impair the Naval Militia. Therefore murdering American civilians would be as pointless as the American murder of Chinese civilians in the Firecracker War.
In accordance with California strategic doctrine, the Naval Militia does not control strategic weapons. Where necessary, SDF personnel are embedded on our platforms.
One special contingency must be discussed. Three relatively obsolete LIDES hulls have beem retrofitted with 'Katyusha' style unguided rocket bombardment systems. These systems are loaded with persistent nerve gas. The special purpose for these systems is to attack and deny key East Coast ports to American forces, should this become necessary. Captains have been selected for emotional stability. A condition of the Naval Militia's willingness to create and maintain these systems had been the agreement that they will never be used on non-military targets. Note past tense.
After discussion with the Governor's Office, the Naval Militia has agreed that non-military targeting of these assets will be part of the options package. This is in the event that a non-nuclear but mass destruction retaliation for an American chemical weapnos attack on California cities is necessary.
The codename for this option will be Ripe Avocado. The selected target templates are New York City, Virginia and the west coast of Florida. The cycle time between launch decision and attack will be between six and ten minutes.
