This treaty is classified.
UK Nationals - This treaty is covered by the Official Secrets Act and carries the most severe Crown sanctions for unauthorized disclosure.
French Nationals - Disclosure of the contents of this treaty to unauthorized persons is punishable by immediate execution by whatever means are necessary to secure the document.
California Nationals - This treaty contains classified information which by its nature directly protects the lives of California nationals. Naval Militia: Moist Secret. Strategic Defense Force and Bear Force: Keyword Ultima. Compromise of this document will be punished by execution by hanging, no drop.
Catholics: the compromise of the contents of this treaty is punishable by excommunication as well as execution. This is an order of the Pope Ex Cathedra.
The UK, France and California jointly agree as follows:
The islands of Kergulen shall be governed by the resident survivors. Democratic principles shall be respected, but for the first year after any general disaster, the Governor of the islands shall be a Francophone selected from a list approved by the parties.
The working language of the Kergulen islands in perpetuity shall be French. This condition cannot be modified even by the resident survivors.
Surviving ships and aircraft of the Royal Navy, French Navy and California Naval Militia which escape the general disaster shall be welcome to take refuge, so long as they do not endanger the survival of the islands. This includes precautions for decontamination from radiation, biological, chemical and other dangerous agent exposures. This includes the prohibitions against WMD indicated below.
At the discretion of any party after a general disaster, prisoners of war, undesirable persons, would be colonists, wounded and injured persons, and other noncombatant survivors and evacuees may be resettled to the islands so long as the party makes adequate provision for providing food and security to them. The carrying capacity of the islands shall be scrupulously respected. All such persons shall be identified, registered and made aware of the conditions of their permission to visit Kergulen. Residency requirements for Kergulen shall be determined by the resident survivor government no less than one year after any general disaster.
Prior to disaster, the quota system shall be scrupulously respected. It is of pivotal importance that the pre-positioning of essential personnel to the islands remains secret.
The islands of Kergulen shall be maintained as a Weapons of Mass Destruction free zone. No party shall permit the transportation of any WMD to within a 200 nautical mile radius of Kergulen, including underwater and within but not outside the atmosphere. This includes defensive weapons systems. Any ballistic defense of Kergulen must comply with this requirement. No space, suborbital or ballistic missile launch, except ballistic defense of Kergulen itself, is permitted within 500 nautical miles of Kergulen. Violation of this paragraph shall result in the immediate ejection of the guilty party from the Treaty and the execution of all party adherents on the islands.
The islands of Kergulen shall never be used as a command and control facility. Nor shall they be used to evacuate politicians, political or military leaders, religious figures, Very Important Persons, celebrities or their families, loved ones, entourages or adherents. The purpose of this is to prevent Kergulen from becoming a worthy 'revenge target.'
The islands of Kergulen shall not be used as a broadcast facility for radio, microwave or other EM spectrum. Even passive repeaters of national radio systems such as the BBC are forbidden. Low power local radio systems (FM only, radiative power <100 watts) for local island coverage only are exempted under the control of the Governor.
The unauthorized possession of a FM, shortwave or longwave transmitter on the Islands is a death penalty offense. The unauthorized possession of a satellite phone or communicator on the islands is a death penalty offense. The unauthorized possession of geopositioning receivers including GLONASS, Gaileo, GPS et al is a death penalty offense. Note: this latter bans the possession of personal mobile phones which have not been safed by French Naval Intelligence. It is understood that authorized combatant personnel of the parties are exempt from this paragraph so long as adequate precautions to prevent espionage and unauthorized transmissions are put into effect.
The parties mutually agree that the 'deep bunkers' are a shared resource to be used to protect the cultural and intellectual property of the parties and of humanity itself. The possession of any geopositioning device or other unauthorized electronics near any 'deep bunker' shall be strictly forbidden.
The parties mutually agree to take reasonable and discreet measures to improve the survivability of the islands while protecting the confidentialty of the treaty.
Should it be necessary and also appropriate, protective symbols visible from the air and space shall be displayed to indicate the demilitarized and noncombatant nature of the islands. (i.e. 'POW,' the Red Cross, etc.) This shall only be done if secrecy is lost and it appears that potential adversaries might respect these symbols instead of using them for targeting. As a precaution, symbols may only be displayed at or near pre-existing settlements and nowhere near new settlements or the deep bunkers.
California agrees to contribute at least two and no more than six 'field hospitals' to the project. California agrees to secretly open a campus of the California University. The working language of the California University shall become French within five years of any general disaster.
UK agrees to contribute two nuclear reactors with qualified technicians suitable for long term residency (including speaking French) to the project.
France agrees to contribute the islands themselves and augmented teams of scientists, farmers, fishermen and other specialists to improve the carrying capacity of the islands.
The Catholic Church agrees to contribute at least five French-speaking Bishops to the project, for the purpose of preserving the apostolic succession. This is an exception to the 'religious figures' prohibition except that no higher ranking Church officials or their adherents (i.e. Cardinal or Pope) may be evacuated to Kergulen under any circumstances whatsoever. The mass, if celebrated, must be conducted in both French and Latin, or not at all. No elevation to Pope shall be permitted until one year after the general disaster.
Religious freedom shall be respected on the islands. Violence in the service of religion shall not be tolerated.
The information storage of the parties, and any other data brought to the islands not of direct military significance, shall be treated as the common heritage of humanity. With respect to the Kergulen Treaty, all national treaties with respect to copyright, patent, intellectual property protection, etc are abrogated and considered completely null and void, except that the principle of the moral right of the author of a work to be so identified shall be respected.
Medical personnel are encouraged to respect the history of the medical profession and partlcularly of the Healer's Oath. However, the survival of humanity may conflict with certain considerations as follows. Medical and surgical abortion to protect the life of the mother, or her future bearing capacity, from a non-viable or damaged fetus is explicitly permitted and must not be outlawed. Each woman and each doctor's conscience and faith in God must be trusted. The practice of Thanatos by California specialists, in extreme unction, is lawful and permitted but sinful for Catholic believers. Each dying person must be allowed to confront their beliefs in their own way.
The human rights of the residents, incumbents and survivors shall be scrupulously respected, with consideration of the principles of the Geneva Conventions.
The right to make war against the islands is hereby explicitly rejected. Prisoners of war taken in defense of the islands after a general disaster may be promptly executed if insufficient resources ave available to secure and/or feed them.
No attempt at resettlement of any other part of the world shall be contemplated for at least five years after a general disaster. Even then, such attempt shall be approved in advance by the island government, the Governor, and any surviving state parties that can be safely consulted.
This treaty shall be the entire statement of the parties with respect to the threat facing humanity and the answer of the Kergulen Option, and may not be modified except by the unanimous consent of the state parties.
