GWOT VII - Look What You Made Me Do

I must wholeheartedly disapprove of two elements of the current OpPlan.

1) The evacuation of the hospitals is an extreme measure. Realize that many urgent patients are not medically stable and that moving them may kill them. An appropriate transport ratio is one paramedic or nurse ambulance per patient. That would require over seven thousand (7,000) ambulances which is double our state capacity at this time. The question then arises, where to move them TO and how to provide their needs - nursing care, medical gases, fluids, access to surgical support.

2) In no uncertain terms, I vehemently oppose the entire concept of the Air Bridge. History of evacuation, particularly of children, has shown over and over again that the evacuated children fare markedly worse in later life. Separation anxiety, what can only be called "national new normals of severe PTSD", and extreme disassociation and withdrawal from reality. If evacuation is necessary, I beg of you, please evacuate at least one parent per family to avoid this generational trauma. This is easily implemented. If not, please abandon the evacuation plan and let the children live or die with their families. Even in nuclear bombardment, surviving children fared better than evacuated children.

I am aware of, acknowledge and agree with the harms indicated by your protest. I choose to proceed with these measures anyway.

Most of the reasons I cannot outline at this time. I can outline one. Separated, deranged children of California, scattered across the world and trained in combatant skills by remnants of Bear Force cadre, are themselves a weapon of mass destruction that properly deployed will invoke fear and terror against the enemies of California - and I do not exaggerate, the enemies of humanity itself, for generations to come. If any of us live that long.

Nursing managers will be certain that their families have redundant evacuation plans and that the utmost care is taken to make sure that their families will be properly evacuated. They shall be Evacuation Priority - One Charlie (1-C).

As of the evacuation initiation, the Medical Director orders that 'Austere Care' protocols shall be in force and effect until the 'All Clear' is sounded.

Every effort shall be made to meet end-of-life planning and needs for patients ineligible for evacuation.

When in doubt, the Ethics Committee will consider application by patients to appeal their evacuation classification...

There is no Ethics Committee. Patient requests will automatically be granted after a brief pause to make 'referral' to an 'Ethics Committee' reasonably plausible. Patient requests to evacuate when not medically fit to do so, or to remain behind when medically fit to be moved, shall be documented in the patient's chart and then scrupulously honored.

The last choice any of us have is to die as we will. Our nation is making this choice. We shall not deny it to individuals.

Freeway reversal is fully authorized as of your receipt of this order.

All California Highway Patrol uniformed personnel are explicitly ineligible for evacuation. They are therefore Evacuation Priority Five - Foxtrot. (5-F or FFF). Your adult dependents are Evacuation Priority Two - Bravo (2-B). Your children have already been evacuated via the AIr Bridge.

Upon civil defense target warning, CHP personnel are then and only then authorized to seek hard cover or take other measures to attempt to improve their survivability. Until then, you are to patrol and observe, particularly for enemy aircraft and distant nuclear strikes but also for enemy commandos and other operations of war.

Remember that after nuclear strikes, the re-opening of the road net is an extremely high priority. CHP officers shall conduct disaster reconaissance of freeways and highways for this purpose. You shall ignore the potential for radiation exposure until your beat has been confirmed evacuated; then and only then you may follow the thirty minute - four hour - four day rule as applicable.

In each CHP vehicle, you will find stocked the following emergency supplies in a white sealed bag with the Thanatos logo: a 2nd dosimeter card (to supplement or replace the one you are wearing), four vomit bags, two body bags, four highway blankets, six bottles of electrolytes, two auto-injectors of morphine, eight doses of stimulants, two individually packaged cyanide pills. Instructions for the use of these supplies, particularly the medications, are printed in large type. Familiarize yourself with them now. This is the only medical support that will be available to you in this event.

Upon the initiation of evacuation alert, each CHP officer is ordered and directed to wear an eyepatch sealed over one eye at all times. This is so that after a close nuclear strike, you will have some vision remaining with which to attempt to perform your duties to the extent you are able...

"We're not evacuating."

The warehouse staff flinched. They had planned to leave in the same trucks they delivered bottled water in.

"We keep bottling water until we get a strike warning. Then we take cover. If we get an all-clear, we go back upstairs and start bottling water again."

The workers were angry as well as frightened.

She had to explain it.

"This is one of the few commodities we need so very badly during the evacuation. Every gallon is a day of life for someone. This plant in full operation bottles about 4,000 gallons per hour. There are fifty of us. If you do the math, that's about 100,000 gallons a day. One hundred thousand people live a day longer, if we don't leave."

Everyone looked at each other. They could count. One hundred thousand was a lot more than fifty.

"Then let's get our asses back to work!" someone snarled.

So they did.

The bored SDF trooper kept following the American news crew around. Every couple of hours, another SDF trooper would show up and given her a chance to pee or eat. Then leave to give someone else a break.

The news crew otherwise roamed where they would.

Empty streets, closed buildings, roadblocks. Lights out. An empty city.

Deprived of anyone else to interview, the American reporter finally turned to the SDF trooper.

"So, what do you think of all this?"

She shook her head.

"I'm not here to think. Or to be your prop. As long as you stay in public, you look at whatever you want. You try to go someplace not authorized, I shoot you. You hurt me, someone else shoots you. Very simple. I like simple."

The reporter tried another tack.

"Where is your family?"

"Fuck you," the SDF trooper explained, not quite leveling her submachine gun.

"Homeward Bound," she explained finally, and the phrase contained its own ending.

The reporter shivered.

The American line was that Homeward Bound was a Big Lie by the Californians, trying to make America look bad.

If so. Where was her family? The woman who clung to her submachine gun as if it were her last child?

And where were the families of everyone else going?

"Ensenada ATC, Mike Victor One clear of escort, returning."

"Copy Mike Victor One."

The California pilot turned his fighter jet in a loose bank back towards California. The aircraft he had been escorting, a Boeing 747 full of children, continued on its way deep within Mexican airspace.

"Mike Victor One, vector 52 degrees, intercept, go supersonic," and the triple chirp of a combat air controller warbled in his ears before and after.

He wasn't going to be doing another escort. It had begun. He brought his throttles up, smoothly through Mach to the fuel-wasting but still somewhat efficient Mach 1.2

"Vector 52 degrees. Tank on rotation, you are on intercept. Enemy air on orbit and tanking over New Mexico. Apparent target is Los Angeles."

He wasn't going to be going home either.

Either he would die trying to save Los Angeles or he would watch it burn.

The empty streets echoed with the rising and falling sirens.

"What do we do?" the reporter asked finally. "Where do we shelter?"

"You're the reporter. Report. Then die, I guess?"

"Don't we get to shelter?"

Now she pointed her submachine gun.

"No. We don't."

She pushed the joystick with her left hand. The one that still worked kind of.

Obligingly, the power wheelchair lurched forward and took her over to the battle management console.

"Sitrep."

"Major. The Americans just scrambled their tankers. Two big splits, Force West towards us, and Force East apparently towards the Atlantic. They're not launching bombers, but they're putting fighters up ... wait, there she goes, Nightmare 104. We have indicators, the Vice President is aboard.

"Except for that one command aircraft, looks like a defensive scramble. Looks like they think we're going to hit them."

"No bombers? What about stealth?"

There was one time a Stealth aircraft could be reliably detected. Takeoff. If you had the satellites, or the ground agents courtesy of Collections. Or suicidally brave blimp crews. Like she had been.

"No action. They're holding the crews on base, and two aircraft are on strip alert - probably all they can keep prepped. They aren't what they were. I think they know we can see them, and that if they launch, they're committed."

And so would be the Bear Force cell, attempting through sheer surprise and ferocity to break a reinforced brigade of defenses with a platoon of suicide commandos.

But that wasn't California's only tool for taking down an air base that could finish killing the world.

Not by a lot.

Military bases, by their nature, are under constant construction.

Yet Collections had noticed the parallels between the arrival of shipments of steel and the launches of additional reconsats and spysats from Florida space bases.

The shipments of steel, to protect their anonymity, were not very well guarded.

This was America's biggest mistake.

Ever.

The French ambassador thanked the Secretary for his time, and left.

The Secretary turned to his aide.

"Call a Central Committee meeting. Now."

The enemy of the enemy is not the friend.

If there was one thing the Russians knew, it was how heavy the sins of the world could be on the head of the Motherland.

Russia had watched as America attacked China. Had watched as China fought back. As America went through her own civil wars, her partitions, her suffering - religious and secular, greed and ideology. Just like Russia.

Russia had watched. The winner by default, by waiting.

Now of all peoples, the French had issued an ultimatum.

Disable Periscope, the so-called Dead Hand. French officers to be admitted to the most secret Russian command bunkers, with instant communications.

Otherwise, once California had finished with America, the entire world would turn on Russia.

And the French embassy - the French! - in Moscow. Had something in her diplomatic pouch, that if someone pressed a little button right there ...

Evacuating the Politburo would cause the immediate destruction of Moscow. The destruction of Moscow, under these conditions, would be credited to the Americans. The entire rest of the world would shatter America therefore - as they already planned to do. Aided by the automatic targeting of the Dead Hand, releasing his kill codes to the Russian command officers.

But he personally would be dead. And so would the brain of the Rodina.

The hand the French had picked was a Legionnaire.

From, of all places, a prison in California.

Alviso.

"The dead hand that cannot feel, that will end a regime of steel," the Ambassador had said.

An airplane. Yet at the same time, thing that should not be.

A cabin full of wet-eyed children, trying very hard not to cry.

Only slightly less horrible than a cabin full of asphyxiated corpses.

Slightly.

"The Americans have forced us to do this," the Psyche began to explain.
