California Naval Militia
All information with respect to subsurface warfare is considered MOST SECRET. Violation of this directive is a military felony punishable by death by drowning.
The authority authorized to declassify information with respect to subsurface warfare is the Captain of the Fleet, California Naval Militia, Monterey. The delegated mechanism for doing so is the California Naval Militia Office of Public Affairs.
Collections Group shall pass on all information gathered with respect to undersea warfare to the Naval Militia Planning Office. Under no circumstances shall Collections Group attempt to gather such information deliberately on its own initiative. Naval intelligence is outside the scope of the Collections Group unless specifically tasked through authorized channels.
All deployed California forces maintain an electronic Black Book of persons of interest to the Collections Group. This Book is maintained as if it were a secure cipher and is consulted when persons are taken into California custody, or by authorized commanders or military intelligence personnel. There are various 'flags' that denote the interest of various California agencies in these persons. Well known are the "Red Flag" (war criminals against California) and "Black Flag" (war criminals against California sentenced to execution in absentia). There is a "Blue Flag" and a "Gold Flag" and the existence of these is MOST SECRET. A "Blue Flag" denotes an enemy alien reasonably believed to have information regarding undersea warfare; this is to be reported through channels to the Naval Planning Office for further instructions if any, without the person becoming aware. A "Gold Flag" denotes a person to be taken into California custody and transferred to the physical custody of the Collections Group for further disposition. There is also a "Pink Flag," the existence of which is Secure Compartmentalized Inteliigence - Keyword Golden Gate. If a Pink Flag person is observed, the fact is to be reported to the Collections Group, and an absolute prohibition against hostile action against this person is in effect unless Collections Group provides instructions otherwise.
All persons enlisted in the California Naval Militia fall into one of four categories. MOST SECRET CLEARANCE, SECRET CLEARANCE, NO CLEARANCE and NOT CLEARED.
Only persons holding a MOST SECRET clearance may board a LIDES without being blindfolded and hearing muffled. Only persons with a MOST SECRET clearance may participate in any activity having to do with undersea warfare in any way.
Only persons with a SECRET clearance may enter a Naval Militia facility. This includes all California Republic Marines.
Persons with NO CLEARANCE may participate in certain types of training prior to being cleared. Under some conditions this might include entering the sanitized portions of a Naval Militia facility without their knowledge that it is senitized.
Persons adjudicated as NOT CLEARED shall be separated from Naval Militia service using various pretexts, such as failing medical, psychiatric, or other qualifiers; drug induced panic causing them to fail the underwater escape simulator exercise; the offering of a more attractive position elsewhere in California service; and/or "failing' training with involuntary reassignment to a non-military entity such as the San Francisco Recovery Project. It is highly desirable that the person never suspect, let alone realize, that they have been so adjudicated as NOT CLEARED. The use of a 'deliberate accident' to disqualify a NOT CLEARED person requires specific approval in each case from the Captain of the Fleet, personally.
A separate keyword MOIST SECRET has been designated to flag information of unusual value or danger with respect to undersea warfare. The word 'moist' has been removed from California Naval Militia electronic dictionaries to avoid inadvertent use of this powerful keyword.
The violation of Information Technology / Information Security (IT/IC) regulations is a military felony.
IT/IC regulations prohibit the presence of a Microsoft, Google, Facebook or Amazon legacy product on a computer or other device brought into a California Naval Militia facility, except under controlled conditions by the Naval Planning Group for extraction of intelligence value. Such extraction shall take place within a Faraday cage.
The establishment of an unauthorized data connection within a California Naval Militia facility or aboard any vessel or aircraft is a death penalty offense, sentence to be carried out by electrocution. This includes for example connecting a personally owned data storage device to a CNM network; connecting a modem or circuit to a CNM network without proper authority; or using an imaging device to take photos or video within a CNM secure area without proper authority.
It is regretted that all public information with respect to the naming of California Naval Militia subsurface vessels is deliberately inaccurate. Hulls are numbered. Names are assigned by the Naval Planning Office as part of deliberate misinformation campaigns. Neither numbers of hulls nor names, official or unofficial, of subsurface vessels, platforms or bases are to be discussed at any time for any reason.
Crews have an official number that is a randomly selected four digit number. Example: Crew 4421, Crew 0311. Crews may adopt an unofficial name that is only associated with that crew. Crew numbers and crew names are considered SECRET but not MOST SECRET.
Hulls haver an official number that is a randomly selected six digit number. Example: Hull 213412, Hull 993612. Leading zeroes denote an experimental Hull. Example, the first LIDES hull was 001234. Hull numbers, including this one, are MOST SECRET.
Generally, it is expected that any Crew be able to operate any Hull in the Naval Militia. Personnel are assigned from Crew to Crew based on the needs of the service.
The number of Hulls in the NM is a closely guarded MOIST SECRET. It is generally public information that this exceeds twenty (20).
The number of crews in the NM is also a closely guarded MOIST SECRET. The Crew / Hull concept is MOST SECRET.

As part of your induction process, you were required to list all personal contacts. If at any time a personal contact opens a conversation with you about the NM that causes you concern, you are required to report the person and conversation to your personal designated POC (Point of Contact) at the Naval Planning Office. You must never disclose to anyone else, including your commanding officers, who your POC is. Please note that the POCs maintain multiple psuedonyms.
A common technique for gathering information is to make a leading statement or an assertion in the hopes that the unwitting informant will correct it. Never take this bait. Serve In Silence. Let Torpedoes Do The Talking.
All NM personnel expected in their duties to interact with uncleared persons, such as manufacturer technical representatives, will receve specially keyworded training in the protection of NM information. If you have not had this training, do not interact with uncleared persons on NM topics!
There is a deliberate separation between Crewmembers and all other members of the NM. All Crewmembers are commissioned officers of the NM, and any one of you may have to take command of your Hull and fight her as a warship at any time.
The commissioned rank above Crewmember is Ensign. An Ensign is authorized by the Office of the Governor to hold command of a Hull, to act as member of the Strategic Defense Force, and to initiate offensive undersea warfare and the use of weapons of mass destruction according to law and doctrine.
The rank of Lieutenant, Junior Grade is authorized to command a major surface asset or multiple underwater Hulls.
The rank of Lieutenant is authorized to command an undersea warfare project or an underwater Flotilla.
The rank of Lieutenant Commander (lower half) is reserved for base commanders who have some interaction with the public. They are considered Lieutenants for other purposes.
The rank of Lieutenant Commander (upper half) is reserved for project managers of highly classified projects. They are considered Lieutenants for other purposes.
