We have determined that China and USA will again engage in unrestricted nuclear warfare within the next ten to twelve months.
China has decided that California Republic's defection is faked and classifies CR assets including SDF as US controlled.
USA has decided that CR is a China ally likely to engage in unrestricted undersea warfare including the use of nuclear arms, and that a "limited" decap strike targeting Sacramento, Monterey, Long Beach, San Diego, [Redacted1] and [Redacted4] is therefore required.
UK has backchanneled that she will not risk national survival to defend CR.
France has confirmed her strategic alliance with CR and is willing to risk her national survival to defend CR, but not to avenge CR.
Project Existential has three objectives:
1) Deter further WTMD attack on CR.
2) Failing this, reduce losses from anticipated attacks on CR in such a way that some Californians survive.
3) Failing this, prevent the extinction of humanity.
The deterrence of WTMD attack on CR utterly depends on both USA and China no longer seeing CR as a patsy or proxy of the other power.
Accordingly, Naval Militia is ordered and directed to continue the "no peace beyond 37 degrees latitude" attacks on USN warships throughout the world. Attacks on merchant shipping are being planned.
Accordingly, CR has established independent diplomatic relations with China. We will reject the Chinese proposal for a naval base in Long Beach, but support the bases in Ensenada and Tijuana.
CR medical assets are being mobilized for a deployment of seventeen field hospitals in China in the next four months. We anticipate radiation casualties including fatalities in this project, as CR forces will be sent where China is unable to invest her own remaining and fragmentary medical resources.
Under this cover, CR medical assets are also mobilized to respond to unrestricted nuclear warfare in both nations. All Californians medically fit to do so are asked to donate at least two units of plasma in the next six months.
Civil Defense planning is hereby ordered to the highest possible tempo. All California cities and towns with over 2000 population will carry out a full evacuation rehearsal NLT six weeks from now, including all emergency services, military and medical facilities. This will cause loss of life and this is acceptable. Some actual evacuations may functionally also be invasions of US, Oregon, Arizona, Nevada and/or Mexico. No simulated evacuations will cross national borders.
In accordance with this OPPLAN, ostensibly civilian initiatives to allow Californians to settle in communities in South Africa, Sri Lanka and on the French aligned island of Reunion without loss of CR citizenship are being implemented. These settlements include satellite campuses (and hospitals) of the University of California.
It is respectfully requested that SDF decision makers consider this information with respect to the potential for retaliatory strikes, especially if an apparent choice between (2) and (3) is presented to you.
