"Homeland Survey & Training Team: Your Ally In The War On Terror
"The Homeland S&TT will help your local jurisdiction, agency and/or organization determine your actual capabilities and be ready to improve them for the shared goal of improving America's safety and security in the post Firecracker era.
"Our veteran experts are drawn from the Federal and state law enforcement, United States and allied militaries, and/or experienced special tactics communities.
"A fully completed survey will be provided to your organization's leadership, helping them identify opportunities for improvement and proper response to threats, internal and external.
"It is understood that due to certain exigencies of conditions, some situations may arise where not all Federal laws with respect to firearms, explosives and/or use of force may have been scrupulously respected. With your full cooperation, amnesty is possible."
Operational policy governing Homeland Survey & Training Teams:
"This policy shall NEVER be shared with the public, objects of S&TT attentions, other Federal activities including the US military, or even other Homeland personnel who are not specifically assigned to a S&TT, or Sector Commanders or higher. Classification: Homeland Most Secret, Keyword S&TT Obligatory
"The purpose of a S&TT is to influence, take control of, or destroy organizations which may be a threat to Homeland.
"Two surveys shall be prepared. The 'official' survey shall be released to the target organization and its leadership and prepared to meet Homeland's objectives. Note that the survey may overstate or understate actual capabilities at the S&TT Lead's discretion.
"The actual survey is also to be classified Homeland Most Secret, Keyword S&TT Obligatory, Project [Codename Of Target]. It is to be scrupulously accurate in every detail as it will be always used by Homeland arrest and control teams at a later date.
"Under no conditions shall the following subjects be trained: Homeland capabilities, use of heavy weapons, the placement or disarmament of IEDs or other devices, defense against chemical weapons, how to defeat armored vehicles."
"Members of a S&TT shall prepare in advance with other team members consistent falsehoods to explain their capabilities and build intimidation. It is suggested that the following organizations 'not' be impersonated: United States Marines, United States Navy SEALS [other 'divers' are OK], United States Marshals, United States Secret Service. Use the provided briefing papers to impersonate Army, FBI, ATF, DEA, Air Force, Navy (except SEALS) or CIA as may be necessary to carry out your missions..."
"Survey and training teams may not promise supplies of weapons or equipment. Promises of medical aid may be provided -if- the persons so aided are discreetly transferred to Homeward Bound on the pretext of being taken to hospital care out of zone.
"Amnesty may be hinted at, promised, or discussed. Amnesty does not exist and therefore shall never be granted."
