Emergency Operating Procedure

The unauthorized disclosure of this procedure to uncleared persons may result directly in the loss of Employee lives!
Only [Client] managers and Corporate Security representatives are cleared for this emergency operating procedure.
Title Of Procedure: Order 66
Purpose Of Procedure: Lifesaving
Procedure Precondition: The contract security force has gone renegade, is compromised, or has been withdrawn from service.
Procedure Postcondition: The contract security force is no longer capable of doing damage to [Client] personnel, affiliates or properties.
Mechanism:
On any suitable pretext, call the Reaction Force, Fire Brigade and Stretcher Bearers to duty.
On any suitable pretext, concentrate the contract security force, preferably in an indefensible location such as the central plaza or cafeteria.
Secure all of the following point locations: Main Gate, Armory, Data Center, H5 and H4 (preferably all of H), Security Dispatch, Motor Pool.
Summon the contract security manager and require the CSM to disarm the contract security force, or be taken into custody. Optionally, permit the contract security force to withdraw on a deconflict condition, outside any selected gate, without vehicles.
Expel the contract security force from the site. Optionally, permit one-third of the contract security force to remain for a two week transitional period. Example: to another provider. Example: to a tasked DOD or Homeland unit. Example: to contracted local law enforcement.
IT: contingency prepared to clobber the accesses, passwords and data links of all contract security personnel. Archive all E-mails. Note: a separate contingency account is provided for the CSM or designate to handle final liquidation of the contract. This account shall have internal and external E-mail access only.
Reaction Force: be prepared to physically disable contract security force weapons and personnel.
It is to be understood that contract security personnel will be disarmed in conjunction with this order. If they cooperate, they will be paid in full, in kind as well as cash, and will be permitted to take personal property with them including (unloaded!) weapons and ammunition in sealed containers. If they do not cooperate, force may be used, subject to Company Use Of Force guidelines. Note that escalation of force principles apply and pre-emptive force which would be considered excessive under other conditions is very likely to be required.
Human Resources: prepare exiting Non Disclosure Agreements, survivors to execute same.
Motor Pool: be prepared to physically disable all contract force security vehicles.
Infirmary: be prepared to discharge from care all contract force security personnel and adherents.
Working note: this procedure was developed at the specific request of contract security manager [Echo 18]. He no longer has access to revisions of this procedure. This is by design and by mutual agreement.
