Temporary Housing & Campus Rules
by authority of the Site Location Executive
Access to this facility requires cheerful and willing cooperation with these rules. These rules are made for your safety and security. Exceptions must be made in writing and signed off by all of the following: the SLE, the VP-HR, and Security Management. It is also your duty to report any rule violations you observe.
The safety and security related instructions of , Management, Temporary Housing staff, Security, and emergency response personnel including Reaction Team, Fire Brigade and Stretcher Bearers are to be obeyed first and discussed later.
1. No drugs or alcohol are permitted at any time in the housing area. Medical drugs are to be taken in the Infirmary. Alcohol consumption must be in a permitted area only.
Management and Security approve all permanent and temporary alcohol permits. All alcohol must be logged and stored in the Liquor Room.
2. No weapons, including knives longer than 3 inches, are permitted at any time in the Temporary Housing Area or the Trash Yard. Use the weapons lockers provided. Exception: _On Duty_ Security and Reaction Team actually assigned to the Temporary Housing Area or responding to an emergency; Corporate Security who will display credentials. Weapons violations will be responded to with force up to and including deadly force.
All weapons not authorized for locker storage, desk (locked) storage or carry must be logged and stored in the Armory.
3. No fighting or verbal arguments. Fighting will not be tolerated and is grounds for separation from the [Client] or denial of access to [Client] property.
4. Stealing will not be tolerated and is grounds for separation from the [Client] or denial of access to [Client] property. Lockers are provided for personal effects. Locks are for sale in the Sundries Store. Use them. The cutting of a lock requires a representative from Temporary Housing, Human Resources, _and_ Security Management to be present, and contents of a cut locker will be searched at that time.
5. Food may not be stored in lockers. Food must be stored in the Cafeteria and may be consumed in the Cafeteria, in shared use areas, at your own assigned desk or cube, or outdoors. This is for food safety, vector control, and fire safety. No exceptions will be made to this policy except as follows: nursing mothers may keep baby formula, up to 1 container, double bagged in plastic. Diabetics with a Medical Alert bracelet may possess candies or other sugary solids, no liquids, double bagged in plastic.
6. No open flame or process that generates heat or flame is permitted anywhere on campus without a Hot Work Permit signed by Facilities and Security. Outdoor warming and cooking fires may only be lit in designated grills or metal containers where a Hot Work Permit is permanently posted. A fire extinguisher, sand bucket or other approved extinguishing device must be present whenever flame is present, and for four (4) hours afterwards. Depending on the nature of the permit, additional permit requirements may include area check(s), the posting of a responsible person with Incipient Fire Suppression training, a Fire Brigade member, or a Fire Brigade crew. Costs of monitoring and/or suppression will be charged to the applicable department(s)
7. The lighting of a fire without a Hot Work Permit, or in violation of the permit's conditions, inside any building will not be tolerated and will be responded to with deadly force.
8. At no time will an adult, regardless of their status on campus, be alone in a room, enclosure or vehicle with a child under thirteen (13) years of age. Exception: the child's registered parent(s) or guardian(s). An attended Children's Lounge has been provided with associated restroom facilities winch are an exception to this rule. The Family Dormitory is open only to registered parent(s), guardian(s) and children. Any multiple-user restroom or shower facility is considered Adults Only and off limits to children as defined above, signage is posted. Violation of this rule by any and all persons for any reason at any time will be grounds for separation from the [Client] and denial of access to [Client] property. Any other exception to this rule must be approved personally and in writing by the Site Location Executive, who will interview both the child and the adult before approving any exception. Management, medical and security personnel: This Includes You.
9. A site issued badge must be visibly worn above the waist at all times by all persons. It is printed on both sides. Samples are posted in various areas. The following color code is used to identify approximate levels of access.
Pink - PRISONER. Heavily restricted. Escorted. Are forbidden to speak to anyone but assigned escorts. Others may not speak to a prisoner. Talk to their escort.
Red - VISITOR. Must be escorted at all times in all areas. No access to "Employee Only" or sensitive areas.
Orange - NON RESIDENT CONTRACT VENDOR. Must be escorted except in permitted areas, i.e. driver's lounge or designated work area.
Yellow - RESIDENT CONTRACT VENDOR. General access. No access to posted "Employee Only" areas except on specific duties. Escort may be required in sensitive areas.
Yellow With Blue Border - EMERGENCY RESPONSE VENDOR. A distinctive word and icon appear on their badge. Access according to their response type.
Green - EMPLOYEE. General access. Escort may be required in sensitive areas.
Green With Blue Border - EMERGENCY RESPONSE EMPLOYEE. A distinctive word and icon appear on their badge. Access according to their response type.
Blue - MANAGER. Total access _except as outlined above_.
White With Blue Border - EMERGENCY RESPONSE MANAGER. Authority to assume incident command, arrest, detain, search and use force. Orders from an Emergency Response Manager will be treated as if they were given by the Site Location Executive, except as indicated above.
Generally:
- Medical personnel have unlimited access, except in escort required areas where they must be escorted even in emergencies.
- Security personnel have unlimited access _WHEN ON DUTY_. Access to restricted areas follows special procedures and may require 2-person rule and/or escort.
- Fire Brigade personnel have unlimited access _WHEN RESPONDING TO A DECLARED FIRE OR RESCUE EMERGENCY ONLY_.
- Stretcher Bearer personnel have access as Medical or Fire Brigade as appropriate, but must always be in pairs or more.
- Reaction Team personnel have unlimited access _WHEN RESPONDING TO A SECURITY EMERGENCY ONLY_, but must always be in pairs or more.
10) The following areas are RESTRICTED. Special procedures apply. Unless you are trained and signed off on these procedures, you do not have access:

-- IDF Rooms
-- Electrical Rooms & Stations

11) Please respect departmental areas and boundaries. You may have access to these areas. Let departmental personnel do their work and follow their guidance including signage. If your need is not immediate, make appointments.
12) There is no individual right to the continuing use of furniture or bunks. Beds will be stripped daily. Company provided bedding and linens, when available, will be turned in for cleaning daily before 1000 hours except by special arrangement. Personally owned linens will be indelibly marked with the name and the last three digits of the employee number of the owner. Personally owned linens will be kept clean by their owner; laundry services will be provided when feasible. Dirty personally owned linens may be excluded from the Temporary Housing Area by the Housekeeping Supervisor, whose decision is final.
13) There is a 24 hour quiet rule in dormitory spaces. There is a "soft talking" rule in all lounges. Meeting rooms continue to be available by reservation and some by drop-in. Respect Your Co-Workers - control your volume.
14) Only Temporary Housing Staff may wake anyone sleeping in a dormitory, except in a life threatening emergency. Exception: Family Dormitory. Consider that some work is performed on off shifts and that day and swing shift sleeping is common. Unnecessarily waking people contributes to lack of rest and safety violations.
15) Fire Brigade and Facilities require that all electrical and appliance safety regulations be followed, including only the approved use of extension cords and appliances in dedicated areas. Over thirty (30) microwaves are provided in the Cafeteria. Departmental microwaves are a privilege not a right, and incidents involving overcooked food may result in confiscation by the Fire Captain. No cooking in cubicles! No cooking appliances in work areas! NO TOASTERS EXCEPT IN THE CAFETERIA "BREAD BARN"!!! Whenever boiling water is available or in use, running cold water must also be provided in the event of a burn.
16) Any personal injuries or illness must be reported. Sick Call is twice daily at times and locations posted according to your affiliation and role. Infirmary is open 24 hours for urgent non-emergency assessments and first aid. Respect on duty staff; if they say it can wait until sick call, It Can Wait Until Sick Call. Workplace injuries must be reported immediately to your supervisor and a First Aid Ticket must be completed within 1 hour or as soon as feasible. Medical emergencies will be reported by calling 911 on any internal phone, wifi cell or VOIP.. Any situation in which an ill or injured person faces a possible threat to life, limb or permanent impairment, or cannot easily and without pain move under their own power to the Infirmary shall be considered a medical emergency. Both Medical and Stretcher Bearer teams respond to all medical emergencies. No one will ever be punished for calling a medical emergency when one does not exist. Anyone will be severely punished for failing to call a medical emergency when one does exist.
17) Any and all safety concerns must be reported on a Safety Ticket. Any and all security concerns must be reported on a Security Ticket. (Safety and Security Tickets may be submitted without giving your name.) "See something, say something!" We are all in this together, and the life you save may be your own.
18) Attention is called to sections of the Employee Handbook not normally of great concern. No gambling. No borrowing or lending money. No private businesses without management approval. Dice and card games may be played for points or exercise only, not for favors. No Inappropriate Relationships!
As far as the Corporation is concerned, California State Law remains in full force and effect on campus. Violations of law may be dealt with administratively or progressive disciplinary action, or for serious offenses by separation from the [Client] or denial of access to [Client] property. Think before you speak or act. Resolve disputes informally or at the lowest level possible. We are all in this together. Do not waste management's time with trivia!
19) Thoughtfully anticipate the needs of others and treat them the way you would want to be treated. Turning on or off lights, making noise, moving furniture ... be considerate.
20) The Security department asks all persons to remember and memorize the following: 1) the default condition of an exterior door or lock is "LOCKED" unless signage is posted at that location to the contrary, An unattended, unlocked exterior door or lock is like a loaded gun - call 911 on any site phone _IMMEDIATELY_. 2) This is a "No Hostage" facility and any attempt to take hostages will be answered with deadly force as if the hostage(s) were already dead, murdered by their captors. 3) Whenever possible and safe, Security will shout "HALT!" three (3) times before using deadly force to prevent entry into a restricted area by an unauthorized person. Everyone hearing the word "HALT!" shall stop moving and put their hands in the air (if standing or sitting) or as far from their body as they can (if lying down).
These three security facts may be freely shared with anyone including prisoners and trespassers.
The following security procedure may only be shared among Yellow badge holders and higher. If emergency response personnel are present shouting the words "SECURITY BREACH!' all persons not responding to the emergency shall lie down and keep their hands in plain sight, away from their bodies, until the All Clear is sounded. This allows response personnel to quickly and safely pass and to identify any non-compliant person(s) creating the emergency. If responders are not yet present and it is safer to barricade yourself in a room or office, you may do so _but must immediately report your location and number of souls_ on a Barricade ticket or by leaving a voicemail on the Barricade line. This speeds up the process of calling an All Clear and reduces the amount of time co-workers have to spend lying on the floor.
21) Total cooperation is required with decontamination, radiation monitoring and radiation survey procedures. Deliberate attempt to evade these procedures is grounds for separation from the [Client] or denial of access to [Client] property.
This especially includes salvage.
