Governor Pat,
You tasked the Collections Group on Day One of the Resistance to find out, in your own words, "Who the fuck did this to us?"
Broadly interpreted, we took this as a tasking to determine which individual human beings (hereafter "The (P)lotters") - note, not just nation-states, organizations, activities, etc. - but individuals who were directly responsible for the nuclear destruction of San Francisco, CA as the causus belli for War Plan Red - the unjustified and unprovoked nuclear attack by the United States on the People's Republic of China.
Some of us were working on this literally the day the weapons detonated. Others have joined the fight along the way. This report has been carefully sanitized of what the intelligence community calls "sources and methods" so that if necessary, you could release it freely to the world. This report does not contain, but is cross-referenced to, sufficient evidence to be beyond a reasonable doubt standard in criminal cases, to meet the 'preponderance of the facts' tests in civil law, and lower standards as applicable. This would apply to international criminal prosecution, civil suits in which a state or the United States is a party, etc.
A note in passing that while California has rebelled against the United States, the nature of that rebellion explicitly retained the claim that California is one of the United States - looking forward to eventual justice in this matter as in so many others.
We traced the authors of our present discontent from two insurmountable facts - the launch itself, from a United States Navy ballistic missile submarine on what it thought was routine patrol; and the immediate activation and invasion of California by the entities that would be forged into the Homeland (Security) Agency. A third fact is less solid - that War Plan Red, long a standing plan for the sudden thermonuclear attack on China from the USA, was likely modified in its details by the plotters to fit their needs.
Obviously this means not merely that they have agents of influence within the United States Navy and the National Security Agency, as well as the Department of Energy - but that they functionally 'owned' these agencies sufficiently to make deep and subtle changes to defeat the precautions that should have prevented this catastrophic event.
This search led into the most labryinthine corners of the so-called "Deep State" of the United States bureaucracy. Like an iceberg, the tips that are seen are the Federal civil service - but a dizzying array of contractors, subcontractors and agents are the 6/7ths out of sight. General, later President Eisenhower warned of this developing "military industrial complex."
The plotters felt that US domestic tensions were so strong that only a Tonkin Gulf or Reichstag fire type event could once again unify the country. (We will step lightly over 9/11 and the Global War On Terrorism in this discussion - the game is the same, some of the players are the same, but the stakes were far lower.)
Herewith, Appendix A, their names, organizational titles, and roles in the 'plot' to destroy San Francisco and conspire to mass murder hundreds of millions of people. All of these persons, beyond a reasonable doubt, had prior knowledge of the planned events and could have taken action to prevent, mitigate, deter or at least sound the alarm. Also Appendix B, persons who violated oaths, contracts and the criminal law to facilitate this atrocity - not with prior knowledge, but whose misconduct comprised elements essential to the crimes.
It is noteworthy and of some strategic importance that nearly all of them hold positions of power in the "de-emphasized" post-Resistance Federal government...
