_California Military Power_, 1st ed.

The California Naval Militia is a ragtag fleet of improvised floating hulls, sometimes armed, that is primarily limited to what California claims as her territorial waters, i.e. within 3-12 miles of the coast.

While dangerous in numbers, individual vessels are of very limited capability.

A typical California surface vessel is a Zodiac, Boghammer or speedboat type small craft with large outboard engines, little fuel, and just one weapon such as a repurposed anti-tank launcher or hand held AAA or SAM missile. Sometimes a single naval mine will be carried.

Air to surface missiles carried by aircraft, and surface to surface missiles, are the only way for California forces to threaten ships.

The California Naval Militia continues to upgrade and up-arm its surface craft. The primary antishipping weapon is the CA-7 "Slingshot" torpedo. It is pre-packaged in a single shot tube and can be fired as simply as wiring a switch to the launch terminals and applying at least 11 VDC at one amp, or sophisticated programming, timing and pre-attack targeting data through a dedicated data console, or more often a smartphone/tablet adapter. California has literally built tens of thousands of these simple torpedoes, each equipped with a pair of acoustic sensors and a primitive magnetic anomaly detector and fuse.

California small craft are now deployed in three basic hull types. The semi-inflatable 17 footer; the open hull 27 footer; and the closed-hull 32 footer.

All three are trailerable small craft controlled by a single sailor with two or more outboard engines, mounting one to four hard points to which a variety of light and medium weapons are attached.

A basic reconaissance suite includes a short range maritime radar, a VHF radio capable of spread spectrum and encryption, and a rudimentary radio direction finder. This console is inherently networkable with other consoles within maritime line of sight (typically 7 miles) and the data 'take' is broadcast to other California surface and subsurface vessels as well as fiber-optic recon buoys that relay the information to shore based battle management facilities.

California's first publicly named warship, RCS Golden Bear, entered service after an exhaustive set of sea trials. Built on a megayacht hull, she is capable of sustained offshore operations for up to six (6) weeks at a time.

She is equipped to volley fire up to twelve CA-7 torpedoes from twin six-pack launchers...
