Targeting Parameters
It is essential to neutralize the traitor state of California with minimal loss of life and with no further damage to world public opinion. The nominal 'alliances' between California and actual world nations can be discounted. However, it is desirable to limit enemy casualties to 1-2 megadeaths (excluding post-war consolidation, of course) and to avoid the further use of nuclear arms on what is after all American soil.
Therefore the primary weapons system employed will be the all-steel, all-kinetic Hammer fractional orbital bombardment array.
It is a non-nuclear system, meaning that it does not require fissiles or maintenance of warheads either prior to launch or on-orbit. It uses a specially secure spread-spectrum systems with a variety of codes, including a doomsday code which [REDACTED] and a world code which [REDACTED].
It is a stealth system, until launched. It cannot be disabled by enemy action while on orbit. Once launched, it cannot be interdicted or intercepted, and will inexorably proceed to the designated target(s) as identified by the bombardment controller. Depending on which Hammer is selected, enemy space reconaissance will have between twenty seconds and four minutes to detect the incoming Hammer(s). Evacuation and counterforce strikes are impossible in such a short time frame.
Each Hammer strikes with the kinetic energy of a twenty kiloton (20 KT) nuclear warhead. However, no radiation is released and the thermal pulse is relatively minor.
There are two variants. Radiant Hammer, which is an incendiary variant intended for orbital bombardment of flammable vegetation such as brush and forests. It is still not an explosive system, integrating ceramic and magnesium 'chips' in the steel rod of the Hammer system. The other variant is Spider Hammer, which instead unreels miles of very thin wires intended to destroy electrical transformer substation complexes.
The strike against California will target each area capitol in the hopes of destroying the radical politicians who brought California to traitor status. San Diego, Los Angeles (downtown), Riverside, San Jose, Fresno, Oakland (taking care to miss the docks) and Monterey (taking care to destroy the naval complex).
The former state capitol of Sacramento is a special case. In order to reduce civilian casualties while eliminating the traitor government, seven Hammers are targeted - one on the Governor's Mansion, one on the government complex at Old Town Sacramento, and one each on the five outlying airport / military base complexes that surround the city.
At this time, it is highly desirable not to strike anywhere near the San Francisco Recovery Project.
One Spider Hammer is targeted on the Sacramento area power substation complex. One Radiant Hammer is targeted on the hills between Hollywood and Los Angeles, with the intent of frightening the population and tying up civil defense resources on a likely hopeless attempt to save the neighboring towns.
The planned strike will use up less than 5% of the Hammers currently deployed on orbit.
We predict that the re-integration of California will have a salutary effect on British and French attitudes towards America, and delay China's efforts at resuming the War until they have evaluated the effect of the Hammer on their plans.
Due to the ownership of this system (US Strategic Air Command), it is under the control of Air Force officers of proven integrity and loyalty to America. It is one of the few weapons of mass destruction systems whose codes were not processed through the US Department of Energy. Therefore, there is no likelihood that California could have compromised the control codes as they did the nuclear weapons arming codes of pre-War atomic munitions.
As it is not a nuclear system, there has been a classified finding that offensive strikes with it may be ordered directly by the President without the approval of Congress, and without the application of the so-called "two man rule."

He picked up the phone, exchanged code words.
"War Plan Golden is approved. Make it sixty. Targeting at your discretion. Make it fucking rain. Have the targeting officer with me in the Oval Office during the stupid California press conference."
He hung up, still muttering, "Stupid fucking ultimatum. How dare they. Embarrass this great nation. Fire from the sky. Hammer time."
